Personally, I use Pixlr mainly because it’s free I heard good things about GIMP as well, but I’ve never used it myself. Photoshop is the best, so if you have the money, get it. That’s where most of your maps and map effects (like fog) will go. As per the requirements of the plugin, you will also need to create a “layers” folder in your game’s “img” folder.
